The best time to travel to Dubai, weather-wise, is from December to February. Additionally November and March are also quite pleasant as you might see less crowd and the hotels can accommodate you easily.

It is advisable to not plan your holidays during the month of Ramadan as there might be some restrictions that apply to everyone in Dubai irrespective of religion.  Unless you are on a cultural trip make sure that you avoid Ramadan.
