Some of the best places to stay in Bhutan for people visiting for the first time are definitely one of the more populous and larger towns. These towns such as Punakha, Gangtey etc do have some great luxury hotel options to enjoy which provide all the necessary amenities, though they do come for a steep price of over $300 or more at a minimum. These Bhutan hotels are some of the best in terms of comfort.
There are also a ton of hostel and budget hotel options in the country but it is worth noting that unless one is invited into the country officially, has Visa exemption or is an Indian national, the authorities levy a charge of $250 a night to stay. One should definitely consider these costs when looking at where to stay in Bhutan, as some hotels do add this surcharge in while others do not. These visitors must also enter the country as part of a tour and hotels in Bhutan are rented out to people as part of these tours exclusively unless one or more of the above stated conditions are met.
