The only way to be exempted from requiring a visa to Western Africa is if you are infact a holder of an African passport. If not, then you have to apply for a visa through the African embassy. The procedure is quite easy and the embassy is efficient, but it is advisable to obtain the visa a month or two in advance to avoid any last minute hassles. Just make sure, that your visa does not expire as there is a heavy fine in such a case.
