Spent a week at Plern Plern Bed&Bike and we were absolutely blown away. The owner was absplutely awesome, going out of our way to help us with all our struggles. She upgraded us for free because we were staying for a whole week and our room was totally awesome. The hotel is really beautifully designed, and the rooms are big, comfy and clean. The rooms are also thoroughly cleaned every day, including getting new towels. Our room was 14€ per night for two persons. Even though the hotel is not directly in the Old City of Chiang Mai, you can get there with the free bikes that are provided at the hotel in less than 5 minutes. The bikes really are a big plus because they make exploring the city so much easier, faster and less expensive! You just gotta get used to the Thailand Driving Style :D Only downside is that there were some ants in the room, wouldnt recommend bringing food up there ^^ Really loved our time there, we recommend this hotel!
