The community has been known as "Harrogate" since the 19th century, but did not incorporate as a city by that name until 1992. As of the 2010 census, its population was 4,389. Before incorporation, the United States Census Bureau formerly treated Harrogate as a census-designated place (CDP) called Harrogate-Shawanee.
